                 Mr. Charles E. Stuart                                                      "This is what makes me want to grow"

native of Johnson City, Tennessee, and a graduate of East Tennessee State University, Mr. Stuart is currently working on a Masters of Community Psychology and Social Change at Penn State University.  He worked as a Child Abuse Investigator and Social Counselor for the Department of Human Services with the state of Tennessee. Subsequently, he moved to Gettysburg, Pennsylvania, where he worked with the Adams County Children and Youth as a Child Protective Services/Child Abuse Investigator. 

While at Adams County, he served on the Domestic Violence Task Force and the Citizens Advisory Board. Mr. Stuart also worked as an Adult Probation Officer in Adams County, Pennsylvania. He was the supervisor of the Hispanic Caseload, and assisted in the establishment of the Intermediate Punishment Program and Electronic Monitoring of offenders in Adams County. 

Mr. Stuart worked for the Pennsylvania Board of Probation and Parole. He worked as a field agent in the Intensive Drug Unit in South Philadelphia before transferring to Harrisburg, Pennsylvania to become part of the Intra-State and Special Projects Unit and Accreditation Manager. He was the Fatherhood Initiative Coordinator/Parole Manager for the Pennsylvania Board of Probation and Parole and was instrumental in the Parole Board receiving it's first ever 100%  accreditation rating from the American Correctional Association (ACA). 

As the Coordinator of the statewide initiative promoting responsible fatherhood in the state of Pennsylvania for former Governor and former Director of Homeland Security, Tom Ridge, Mr.Stuart coordinated 2300 staff, and 28,000 offenders for the Pennsylvania State Parole System. 

Mr. Stuart, whose beliefs are to care about all families, no matter their economic status, resigned from The National Fatherhood Initiative as the National Executive Director of Incarcerated Fatherhood Programming. He was responsible for directing training and marketing the incarcerated and community fatherhood programs, which also dealt with the transitioning of offenders to their Communities. While with NFI, Mr. Stuart trained over 500 facilitators from local, state, and federal agencies and community agencies and volunteers on how to facilitate the incarcerated parent program to inmates. 

He has delivered speeches on such topics as “Incarcerated Fathers and Families”. “The effects of an Incarcerated parent on children”, “Recidivism and causes of”, “Intergenerational crime”, and given many workshops and training institutes across the country. 

He is also a member of the American Correctional Association (ACA), the Pennsylvania Association of Probation, Parole and Corrections, The Texas Juvenile Justice Commission and The National Association of Blacks in Criminal Justice (NABCJ). 

Mr. Stuart served on the Board of Trustees and as Executive Committee Member and Chair of the Programs Committee for the Northern Home for Children in Philadelphia.   http://www.northernhome.org Mr. Stuart serves on the Board of Directors for The Fatherhood Educational Institute in Chicago, Illinois. He also served 8 years with the United States Air Force

Mr. Stuart is a member of the Disabled American Veterans. 

Mr. Stuart has spoken at many national conferences and has been featured in national publications. He has appeared on several radio talk shows including ESPN Radio, Chicago and Chicago Counterpoint television program with Jeffery Leving, Esquire. He was selected by Alaskan Natives to deliver a speech at the Alaskan Federation of Natives Conference in Anchorage, Alaska. 

Most of all Mr. Stuart is a responsible father.
